Campaign Bug

Losing Tech Advances from scenario to scenario

Hey gang,
I just started playing the campaingn version and I seem to lose some of my tech advances and some availability depending on which scenario I go to. Is this a bug or is there a logical explanation for it. I am new to this, but love the hell out of it.
