PQ Decrease, Double Manf. Capitals?

How does it exactly work?

Dear fellow GalCiv2 players,

Recently, with a bleeding heart I decided to liberate the Scottlingas I planet from its vile inhabitants exploiting it to the bone. My heroic troops gassed the entire planet and proceeded to slaughter 10 billion Scottlingas devils in my name.

Now, the poison clouds unfortunately reduced the planet quality by 7%, from 15 to 14. However I noticed two squares in need of a Habitat improvement. My question is: when a mass driver bombardment / gas attack damages PQ, does it render the affected tiles totally unusable, or does it "only" make them require a Habitat improvement to be usable again?

Also, the Scottlingas had a Manufacturing Capital. But I also built another Manf. Capital elsewhere, so I now have two, both seem to be fully operational, although I'm supposed to have only one Manf. Capital at a time. Bug/feature?

Final question: manual says planet population is measured in millions, with 200 000 new souls born every week. Wiki, and in-game display shows planet population is in billions, growing by 200 million. Also common sense suggests that billion is a right answer, so somebody please decide this question

Invasion tactics: I'm pretty sure it makes the tiles totally unusable.

Manufacturing Capital: As per the devs, it's supposed to work that you can only build one, but any that you capture will still work for you. What I've seen in practice is that if you gain one and haven't already placed your own, it won't let you place one.

Population: Population is in Billions. And on a related note that is also wrong, a megaton of food feeds a billion people for a week, not a million.
