Influence starbases?

Can someone explain precisely how influence starbases function? I'm trying to determine whether culture spreads faster by putting influence starbases around my planets or along my cultural borders. I'm not sure where to place them to be most effective.

I'm not for sure on this one, but I think it goes by sectors. I found the influence didn't change much if I put one next to a planet with like 29 people fully upgraded but if I took like 12 constructors and insta set up a topped out influence starbase next to a planet controlled by another race I almost instantly started to turn them to my point of view. Just my two bits, I'm going to go see if I can play around and see how if I'm 100% on it.

They multiply the 'background' influence in an area. You can use them to extend your borders in areas where there are no planets, to increase your influence over enemy planets and try to flip them, or to reinforce your own planets if an enemy has very strong influence.
