Gifting ships to minor races

Has anyone noticed that when you gift ships to major races, most recently for me, the Drengin, they're immediately off to fight, but when you gift to minor races, they just sit beside your colonies and don't move an inch? I've experienced this on every occasion I've tried it recently. Is it a bug, or just an issue at normal difficulty and below?
