Destabilization & Planetary Propaganda

1. I can't figure out how to use the destabilization effect (in the manuals it says there should be a slider bar for this purpose) Of course it can be that the espionage slider bar and the destabilization effect is melted together as one slider bar!

2. Were do I adjust the planetary propaganda??? ( I can't find the slider bar)

Any help will be greatly appreciated

What a shame I really liked the feature... But Thanks for the answer Ashbery76. It really maked me feel as a world leader in Galciv I
