[fixed!! yay!] Mouse Hover text issues

version 1.0D1.007

I'm using windows XP pro, running the game full screen at 1024x768 resolution, same as my desktop which is set at 32 bit color.
Running gal civ 2 ver 1.0D1.007.

There's some weirdness about mouse hover and the descriptions that popup. It doesn't always work. Its especially annoying in the planet screen when hovering over the stats to see what contributes to that particular stat.
For instance, food production is almost impossible to get that mouse hover text to pop up.

It's a little touchy for me too. Another example is the "ships in orbit" section of the planet display. I some times have trouble getting the tool tip to come up when trying to identify ships displayed there.

If you move the mouse very slightly but not off the thing you're mousing over, the pop up should come up more easily.

Yeah, I've done that with some things. But it doesn't seem to work on the food production stat, its the top left stat on the planet screen. Regardless of where I move it, it doesn't seem to appear.

I also have a hard time getting the second row of Ship icons in a starport to pop-up with what they are. The first row seems to work fine (with the extra mouse move of course).
