spending slider bug

Playing with the Military/Social/Research sliders and locks I was able to 51%,41%,47% -- anyway certainly more than 100 - I am plyin beta v.0.28

Hmm...I tried to reproduce it and only managed to lock up the game. I'll add this to our list.

i've had this too. if you lock a slider at x%, the other 2 ignore the x% and divvy up the total resources between them. i've also managed to produce a -12345678 type on divide 0 thing here, but managed to get rid of it by reseting all the sliders
