Crash during setup

I have a problem running GalCiv 2 Beta 2. My system hangs in the Race Setup screen. I get past Galaxy Setup, but I lose my mouse on the next screen.

I have an Athlon 2500+ running Windows XP Professional with a Matrox G550 graphics card in 1024 x 768 mode. I have the latest Matrox drivers and am running Directx 9.0c
