Devil's forge and quantum power plant

I play for Terrans. I already have the technology "Quantum Power Plant" (production bonus 30%, one per planet). Then I've got from someone technology "Devil's Forge" (production bonus 20%, one per planet). So, Devil's Forge replaced the Quantum Power Plant in building's selection. Ie produced using this technology, you're loosing (You've got 20% production bonus against 30% before).
But the most interesting that, if the planet already has a Quantum Power Plant, it is possible to construct Devil's Forge too!!!
But if there was, the only Devil's Forge.
