Researching Aquatic World Colonization doesn't provide its effect

I play as the Torians. I have researched both Aquatic World Colonization techs. But I still have 2 planets that have only 50% production. I also researched both the Radioactive/Barren World Colonization techs, but those planets are at 100%. Does anyone have the same problem? I see that the Aquatic World Colonization techs are in a different branch then the other colonization techs, could that have something to do with it?

I'm trying to test it but some guys declared war on me so dealing with them, wait a day or so
