I've bought DL, and both the DA and TA expansions. I was reading through the manual and I'm very confused by bonuses.

I've read somewhere that bonuses from your racial are real bonuses, as in if you have 10% racial bonus to research, your research will increase by 10%.

But research bonuses from buildings and starbases only increase your maximum research potential. Meaning you still have to pay for those bonuses; they just merely increased the research capacity. And I don't even know how the resources in space works.

Q1. Can someone link me to a good source that lists which are real bonuses (the ones you don't have to pay for) and which only increase the maximum?
Q2. Seeing as this is how the game works, wouldn't it be better to build buildings that increase your economy?

The way I see it, there's no point in building research buildings if your income is in the negative. If you want to do more research, simply move the expense slider all the way to the max.

But once moving your expense slider to the max still nets you a positive income, then build more buildings that increase social/military/research production?
