I suppose the techtree and component editor would do that.
And yes, starbases increase the range of ships - on gigantic and immense maps with tight clusters that becomes both apparent and important.
thanks i can just take them out of the Tech tree and make starbases important agin.
also a nother qestion if i do this will the AI adapt?
In theory they should. They are building a lot of starbases anyway, so it should be fine. Might depend on how many resources are generated and where, though.
