I am fairly new to Galactic CivII and would appreciate it if some on the forum would suggest what level to set the intelligence of the Ai at to get a good opponent in wars.  On Normal the Ai rarely builds anyting but small ships and mostly keeps these in orbit.

More precisely, my question is: I am new to the game and don't want to go to such a high level that I'll get smashed constantly.  I should ask, What is the lowest level I can play at and still get reasonably strong opponents in War?  Thanks.
