No Tech Trading occuring in Campaign in Dread Lords?

This is occuring when I pay the original game Dread Lords updated to latest v1.5

Occassionally when I start a mission no techs appear to trade with any of the AIs however many techs I research it stays the same - no techs.

I then restart the misson and mysteriously techs start to appear...

Is this a bug?

I believe that the tech trading option's state persists from your last sandbox game.
