It can also hang sometimes due to a ship needing to move. For some reason every now and then a ship with moves left will hang the turn change. Sometimes it's as simple as hitting the find button and it will take you to the ship in question, but not always. I have also not had it happen ever since I checked the "skip moves left over from autopilot" in the options. You'll just need to use the find button for finding those ships that reached their destination on the previous turn change. If it is not that though I'm out of ideas. I have had a couple of cases where I couldn't recover it at all and had to reload, but that hasn't happened since DL 1.4x I believe.

Yep ship movement makes it happen for me too. Your surveyors and miners are generally the ships most likely to be moving, so check them first. This used to frustrate me and worry me a good bit, but now I find that clicking on a ship and then on its destination works every time. Still a bug, but not one to worry about.
