Weather Control adds 4 to class, but only 3 extra squares in TA v1.9

Same with Biosphere modulator: From my observations, it adds 3 to odd-numbered PQ, 4 to even planet quality, but only 3 extra tiles in both cases.

I've had this problem too sometimes i'll get two extra tiles and sometimes three

Also Selling and rebuilding the biosphere gives different outcomes so over time although i can really improve a planet it'l end up stating a PQ number vastly higher than the number of available tiles
