This graphical hiccup is fairly inconsequential, but can be easily reproduced.

It occurs when you are playing a game, go back to the main menu, create a new game, and then choose custom race.

As you can see, there is some layer missing that is supposed to dull down the graphics behind the name of each tech, when a new game is started under these conditions.
