Completely change the way Minor Races are
handled. At the moment, they’re more like weaker larger races. Which means they
get destroyed and go out of the game forever.

A system like that of Birth of the Federation is
needed in which a Minor Race can become part of your empire willingly,
subjugated by force or like it is now, destroyed forever.

Subjugation would bring advances such as that of
slave labour etc but at the greater risk of rebellion and independence.
Becoming part of your empire willingly would mean automatic economic and
research treaties as well as the ability to control all military ships built by
the race.
It must be the next step in what I consider the greatest
game ever (behind Football Manager and PES of course)
