Fix for lost turn button and frozen fleet

Hi

When you attac a planet and the turn button disapears and then your fleet frezes is coz the star democrasy needs to vote on starting wars. This bug is caused coz the voting window does not appear.

Fix:

Change manner of goverment before attac.

Should work until next patch

Lol took me 4 days b4 i got it.
