Wierd surrender behavior again

With the 3c beta, all AI that i bribe into going to war with one another have their opponents surrender to them within 10 turns. The thing is this is fairly early game and none of them have lost any planets to each other and one side just says oh well surrender.

I'm playing the Drath, I'm at war with 2 civs and have bribed pretty much everyone into fighting everyone else, and no one's surrendering.

What difficulty are you playing on? That can have an effect on how easily the AIs will give up.

Im playing on normal and the Drath surrendered again without much of a fight early on but it seems like the Korx are now refusing to surrender even though they only have 3 planets left. This is kinda strange but maybe its just some sort of new thing??
