I have seen this event many times, but never have noticed a significant boost for the affected civilization. Maybe its usually been a case of too little too late, but from my observations it doesnt seem to do much at all. I usually ignore the event, but once in a while, depending on the situation of the affected civ, it makes me paranoid and I go to war with them as soon as possible. Better safe than sorry!

What i have found is that at first, at end game point, they lost like 40 log fleets to mine 50 log fleets when i only loss like 1 or 2 ship in that fleet but after what i could say 2 or 3 years it was all they way around, by the time i was finishing them a few weeks later i had to trow to them a full fleet to take out a dregnout and they win in some cases. i won by the way.  

I thought this caused the race's influence to rise steadily (slow at first but reaching insane heights), not 100% sure though since it's been months since I got that notice a few times.

I have seen the event numerous times. Often the gaining race in not in a good position, if not losing, when they get it, but I can't be sure if that is an assignment criteria for the event. Also, it seems to me that the event is more prone to occur when there are lots of initial races. In any case, the race recieving the bene often does not survive long enough in a crowded galaxy for the benefits to be a significant factor.

However...
In one game I recall, the Thalan were the subject of this event fairly early. Gigantic map, rare everything, them off in a far corner from me. And as near as I could tell they had not picked up any of the few extra planets up to that point; just them sitting on Thala.
By the end of the game (which the Tanlan clearly won), several years later, the Influence boundary of Thala itself (not counting the side circles of several siezed colonies) stretched halfway across the map, without benefit of the "all things foreign" event. Fleets of 2 Thalan Battleships, not to mention Dreadnoughts, could take anything, including multi-ship Dread Lords fleets, no problem. And I think perhaps their diplomacy was increasing also.

I still slaughter them in the best graphical slow demise as possible. It makes no difference I believe, but I was wrong before, wait I was mistaken.

Is it possible for the plaer to get this event?

I have yet to be impacted by this event. I usually just ignore it. Maybe it takes too long to actually do anything or maybe it's supposed to do something, but doesn't do anything at all.

2 versions of the event, one regular event, one mega.
Regular - 1% on any one of the range of civ characteristics (diplo, influence, defense, econ, etc) each turn
Mega - 1% on ALL civ characteristics each turn.

Had it happen to the Krynn once.
All game I'd been orchestrating a war between the Korx and the Krynn (who were close neighbours in a huge galaxy), nearing the end it became more and more difficult to prevent the Korx planets from defecting. The Krynn fleets also started to look much more menacing and the stats screen did reveal that their stats were growing steadily.

So yes, the artifact does have an effect, especially as a mega-event. But I could've still beaten the Krynn if I hadn't opted for a diplo victory (eliminating anyone who didn't want to be friends)
