The technocrats are nearly worthless: If I want more science I build another lab. Tiles is never ever (not even on tiny maps) an issue - but money is - even if you go for tech rush victories.
I have played the Technocrats with much success. Creating just 1 or 2 "Research" planets just about takes care of all your research needs. That frees your tiles to be used for Manufacturing, Economy, Happiness, or Influence.
Having a lead in research also provides two other benefits:
1. Having a lead in technology allows you to trade for other technologies (increasing your technology lead) for M-O-N-E-Y!! (which is especially useful early in the game when you need to buy Colony Ships, Factories, Starports, etc.)
2. Increased trading with aliens improves your relations with them (always helpful). It is no substitute for having a strong military - but it helps.
The 25 luck they give is phenomenal, added on top of the luck ability. You'll always roll betnween 50% and 100% of your maximum damage! A super warrior really shouldn't entertain the thought of passing on it.
Luck not only boosts your weapon rolls but also your defense rolls, making it really effective to have in battle.
I've never used luck before, but these comments make it look pretty promising. I think I will add a few pts for my next game.
