If you play the equivelent game with DA then the game gives you the problems that you have noted, and is similar to the above screenshots...???
Ok accepting the above this is what I have found on my system...
I have an AMD Opteron 64bit CPU running at 2800mhz. 2GB of RAM and a Gainward Bliss 8800GTS graphics card.
Whilst my machine is not the latest or best I think that you would agree that it should be able to play this game quite well.
With DL it does play fine. I run at 1280x1024. I can, if I wish, use 8xAA. I have all the eye candy settings on and with a large or gigantic map the game runs with no problem. I note no problem, as waiting for a few seconds between each turn when the map is revealed and full of other moving ships is acceptable.
With DA it is not the same.
The equivelent sized map with all the settings the same can and does cause noticeable slowdowns and 'stuttering' when the map is revealed. There are some scrollling issues as well, issues such as 'lag' of scrolling.
However I do NOT get any graphical distortion.
The point of my response is to suggest that there are, in my findings, demands that are greater by DA over that of DL for your system to cope with.
Just as a test have you tried the lowest resolution possible with zero eye candy and play on a tiny map with just one other opponent...? I know that is not what you want but just give it a go, as you have noted....

...you then might find that things go ok. However it goes please post back your findings. Try and ensure that you have the minimum of tasks runnning on XP before you start the game can also help.
There was a post that I read about a person who does have an UUber machine with a quad core blah blah and an Nvidia 8800GTX with 4GB of RAM and he also noted slowdowns later on in the game, then again another posted that they wait for two or three minutes at later levels for each turn to complete..!!!
