Iconian Refuge

What happens to Iconian Refuge? Did they lose the research bonus. +50% espionage and 20% morale and only 7 ability points is all the get. The Krynn with 50% espionage as well are far better.

I hope thats just a beta bug and will be changed in the final version. Maybe anyone have a look on it.
