Is it just me or is the spying quite limited in the scope of what the Player can do.

My take on it is that you can throw some money at it for a few rounds and max it out. After that you pretty much just wait and hope you get a return for your money by the occasional tech you get.

I understand that you can get detailed information about the race you are spying on and agree it valuable for planning.

It just seems to me that we could have more involvement over what the money is actually buying us or perhaps I am missing a screen somewhere that you are able to make some selections.
