I was playing as Thalan and discovered that when I tried to buy Extreme Stadiums (multimedia centers upgrading to extreme stadiums), it would select an embassy instead. Basically I couldn't buy Extreme Stadiums directly and it would instead place an embassy on the tile. I was in no way upgrading an extreme stadium to an embassy. I hope this is enough information to reproduce.
