I have been spying on the Thalans since nearly the start of the game, and getting the high espianoge level was easy. However, I have had 15+ spies in the Thalan empire spread out one per planet for the past 30 or 40 turns and I still have not gotten advanced level espianoge. Does anyone have any suggestions or are other people having the same problem I am? Thanks.
