ship design and mouse movement

I recently reinstalled galciv2 after not haivng played for several months to check out the changes. Everything is looking and working great so far, but something seems amis with the shipyard design screen. I seem to recall being able to hold down my mouse button and rotate the camera view around a point. Right now holding down the button only dispaces the camera in teh direction i drag, leaving the angle the same. Am i crazy that it used to work the other way? Is there an option i can't find i need to check?

That is how mine works as well.

I hold down my scroll wheel button in order to rotate the camera itself.

Not sure if there is an option to change this, I would think there would be but I haven't had the need to look for it.

IIRC, middle-button-dragging in the upper area of the window will rotate, while doing the same in the lower 1/4 to 1/3 of the window will pan (to make it easier on the really big designs).
