It would help to put off the vote of the United Plants sometimes to look at the Map or review current reports, stats, and treaties or use this turn to trade or bribe someone with money or technology to vote for you or vice versa. The vote could only be postponed one turn. If you fail to vote the next turn it will show your vote as not voting which would upset your people or the race that bribed you or et cetera.
It would also help if the Colony Management Planet Details screen under Starbase Bonuses not only showed the standard Economic, Influence, and Military Starbases but also shows the Mining Resources (Economic, Influence, Military, Morale, and Research).
