As I have been playing in mid to later game stages, and taking planets, It seems that when a new planet is taken that a couple of things might make the game play a bit better regarding planetary improvements...
1) Allow an option when selecting the world for the first time, to not atumatically attempt to upgrade every building on the planet to my best building for the building class. I find most times, that the way the AI has layed out the planet is not the same as I would have, and so I have to cancel all the upgrades, then demolish the building and/or set the upgrads to modify the building types. Maybe an option when the planet screen is brought up, that asks of all the current building should be updated.
2) Would it be possible, maybe not because it may disadvantage the AI, to allow partial building upgrades. For example, there may be times that I really only want basic farming or only a Xeno Resarch lab, but the only option currently provided is the best tech that I have, and there have been times, mostly due to resource or PQ, that I really only wanted partialy upgraded buildings, and maybe at some point later upgrade them further.
3) Maybe an option that would ask, once a new planetary improvent is available, weither it should be applied right away. In some cases I find that I am racing for a tech, and to get there I find that a planetary improvement is gained, Then my planets start using there social to do the upgrade, when I really want them to continue working on research or military. I know that I can adjust this through the sliders and focus, but just a thought.
BTW, The game is great, thank you very much stardock...
