Also you could have buildings which post racial incentives on a planet to draw a particular race to it. This would work particularly well if the racial bonuses were significant... i.e. I want my economic planets to have Torians on it because they get the best bonuses. |
coupled with the migration based on influence, the buildings could be like the current embassies etc except that different buildings would increase the influence of a specific race on that planet - so build buildings to attract torians (or whatever) but dont go too far or you'll hand them the planet!
i can just imagine - build a torture pit and watch the drengin flood in! but only if youre neutral or evil...
Maybe have government policies e.g. racial harmony, racial tolerance, racial segregation, racial subjugation, racial slavery which affect behaviour rather than micro management. |
maybe these would control what happens when you are at war:
tolerance, you get less morale penalty on mixed planets and have to kill a smaller proportion of the population when invading, with the rest staying.
subjugation, you get a larger morale penalty but a production bonus on mixed planets (you can now enslave them without outcry as you are already at war with the civ they belong to), you have to kill more of the population when invading but still not all.
extermination, when you declare war you exterminate all of that race on your planets - dont have to worry about planets flipping to that race, or morale penalties but you may lose much population. you must fight the entire population when invading planets.
