yeah, there should be an info dialog somewhere that says what the agenda for the upcoming UP is going to be, and then some additions to the Diplomacy dialog so you can see how the other civs are going to vote, and some way to try to bribe err... sway them into voting your way.

Oh no no no! You just have to make sure you are offering them a sweet deal. I have got almost 20,000 points by giving techs alone.

I agree that the UP resolutions seem too random. They're often more of a surprise than a real strategic option (wait, why are we voting on this?). I think it would be interesting to have an option for a strong UP (or maybe this could be a resolution people could vote on -- "strengthen the powers of the UP? Y/N"). For people who really hate the UP, tthis could be a map option.

Also, maybe there should be a list of potential laws that can be passed. Players with high influence should be able to set the agenda. Maybe the top 2 (or 3) influence players can pick a motion they want to vote on.

I was also thinking that maybe there should be required UP dues (like UN dues... 5% a year?). And every year someone gets voted as UP secretary-general. Being the UP secretary-general would actually get you access to that UP income (or something). Maybe find a way to tie that to tourism or something. Basically, you get the benefits of galactic bureaucratic largess. Or every year, the UP secretary general can build one special UP building (a UP research institute, or a UP special economic zone, or a UP manufacturing center, whatever). Just one unique building... ok, I'm just brainstorming. Just trying to think of ways that players would really care about accumulating influence to actually try to control the UP.

I guess the idea is that influence and diplomacy could be even more important, and that would give players another variation on the diplomatic strategy. You make alliances, but you also squeeze out players you don't like by obstructing them with laws that happen to promote peace and justice (i.e. favor you).

Heres what I would like to see:

- Anyone can ask for a vote at any time and whether it happens would be based on a majority vote.

The Arceans has requested a UP meeting to vote on a tax on cultures at war, do you agree?

- Before a regularly scheduled meeting, several subjects need to be put on the table and one of them selected to vote on.

Possible subjects for meeting:

1 - Setting limits on Starbases not in your area
2 - Setting limits on minimum speeds of freighters
3 - Adding a tax for those at war (this should only be for those that start the war, not if you are attacked)
4 - Adding a tax to support the poorer cultures

Which option do you vote to present at the meeting?

- There should be some negotiation before the vote. In many cases I could vote for several of the options and am just trying to find the one everyone else will be voting for.

Not trying to be a jerk, but I have no idea what you are trying to say.

personally i think it would be quite good if sometimes (as in extremely rarely) the Up votes on whether all the participants should go to war on a race if they become too threatining, or if they are extremelt evil.
and i like the threat/bribe suggestion and espiecally being able to table motions yourself , i hope some sort of a UP addition is made, oh and excuse my spelling, it's late here.
