You do this by trading their voting points from them. You can also trade your own voting points to them. I have never tried to do this myself though so i dont know how costly it is.
Basically if you want a race to vote for what you want you have to buy their voting points off them before the vote is cast. You wont know what the vote is going to be so it may end up you wasted your money on a rubbish resolution!
