What I would *REALLY* love, is a scenario editor program.
Not just painting a map, starting locations and some rules about the game. But drawing a map that would include the PQ of every planets, who already colonized them, what buildings are on them, the technological progression of any races you put in the scenario, the NAME/PICTURE of the minor/major races you put into the scenario. Already-built starbases and starships. Objectives, etc...
A.k.a.: a map that you could beleive the game already started hours ago. Customized to fit a proper story.
I would LOVE to create a "Foundation" campaign, when you start in the middle of 4 already built empires, but with limited technology. And you only have a small PQ 5 planet called "Terminus", but with a LOT of technological bonuses. The 1st mission would simply to manage to conquer the 4 sorrounding empires. You could even create special events that happens when you reach point X in development, conquest of anything.
What is so great about GalCiv II, it's its customazible options. Why not expand outside the "classical" game, and create special scenario when it's not always "star with 1 planet, 1 colony ship and 1 survey vessel, and conquer the map".
You could create ANY kind of scenario. Star wars, star trek, Battlestar Galactica, Babylon 5, Foundation, ANYTHING! This game has SO MUCH POTENTIAL!
