Unfortunately, most humans just aren't prepared to do what it takes to make drengin work. Niether are they generally willing to allow them to do most of the things they regard as entertainment. So if they won't work in the fields, labs or factories, and your entertainment centers are no good on them, why leave them alive?

I think there's some invention that allows rogue terrorists to destroy races, and that all races are thick enough to have terrorists.
The standing army effect would be neat, but only if changing it costs money. Particularly training more troops, but they don't have jobs strait after they get demobed. How about a weekend warrior option - up to two per professional soldier, three quarters effectiveness?
In the original GC, ships with 0 attack added half their defense value to attack. With defenses in GC being chaff/armour/point def, this seems less realistic. Unless ships can withdraw from combat, defense without offense seems pointless.
I think that would likely be a micromanagement issue. Where I think it would work is fleet vs fleet battles, so you can optimise your defense and offense scores.
I'm pretty sure that both 0 armour and 0 attack are valid under the galciv approach. A disengage tactic could not precipitate a division by zero error, since a ship can only disengage if it is faster than the attacking ship. Actually, in galciv, a ship could make a number of attacks equal to it's remaining move, so perhaps 5 instead of 10.
This seems to bring up the question of whether there should be a disengage tactic. Perhaps unarmed ships should automatically attempt to disengage - ex. (k/(difference in speed)) rounds to beat them, whith k starting at 10 (too lazy to make it ship dependent). The attacking ship does 10 rounds of damage, and the combat ends.

The interface ruined racial preferences in MoO3, but I'd have thought that multiple research projects at once was a good idea. It only makes no difference if the progress made on a research project is proportional to the amount of money spent on it. If the completion was inversely proportional to the square root instead, it would add an extra strategic element - research all the techs quickly, or research only the ones you need. Wouldn't it be cool if you could find wormholes in the game. You'd have to build a starbase at any end you wanted to enter, but eventually, you'd be able to move them to strategically usefull positions. Actually, maybee it would only be cool if you gained some sort of trade bonus from it - move it back to a homeworld and you can trade with the far end as if it were the homeworld.
How about a "fishing fleet" planet upgrade? It may only be a few percent of the earth's food supply, but it could make a large difference to those borderline planets.
I always found the fact that I couldn't propose the same bill that the random events proposed myself anoying in moo3.
