I had this issue as well until i deleted my prefs.ini file. I'm assuming that something in my custom race was causing a problem? Anyway, it fixed my problem. Good luck.

i had the same issue. What fixed it for me was deleting my prefs.ini file. Until I did that the game would get to that screen and GC2 would ctd. Never had the problem before the latest patch, none of the beta patches caused it either.
It seems to happen to me only with upgrades.
One more post. There is a work around that just dawned on me. If you click on the planet info before clicking on the project you want to change, of course it changes the selected planet to that planet, which solves my problem. That is of course what you were saying when you said you could make that happen automatically, and that would be nice. Man, I'm kinda wordy tonight.
Just to make sure we are talking about the same screen, we are talking about the planet/ship list that is the first icon at the bottom of the screen. It would really suck if we were taling about that and you were talking about the colony list under the civilization manager. Why would people close the list? The list did not reset itself at all prior to 1.3, it would stay exactly where you were. That way you could move down the list and make any necessary changes. I understand that people who close the screen and come back to it would have a problem, but what has been done now has made it unusable for those of us who don't close the screen and come back to it.
Starting in 1.3 the list always returns to a selected colony. If you scroll down and change production on a ship or social project, the list returns to the selected colony, very irritating if you use the list to make a lot of changes.
You could uninstall the game, turn off pre-releases, then reinstall.
In my current game the UP resolution to raise the minimum speed of construnctors to 3 has instead changed the maximum speed to 3. All of my constructors should have base movement of 10. My ships are getting the + 2 movement for Impulse Drive and Warp Drive, bringing their movement to 5, but they should be 12. I think I've seen this mentioned before, but it was a while ago and apparently wasn't fixed in 1.1. Thanks
