I suppose one option that could also be nice, is being able to create a custom map with only stars, and the game randomising the planets. That way you could have a star pattern you like, while still having the uncertainty of a random map.

Put the files in My Documents\My Games\GalCiv2\Metaverse\ships. They should work fine, assuming you mean the ships pack in the library.
What about the cost being race dependant? Bullets being cheaper for humans, for example?
I recall that sometimes(in Rome: Total War) when you did that, the computer player would say something along the lines of saying that you're not a threat to them. Never mind the fact that you'd just wiped out 5 other civs before them.
I've noticed that the way you've set the tech tree to sort the available techs to research doesn't get remembered when the screen pops up asking for the next tech to research. For example, say you select to sort the techs by catagory when asked to select a tech, when that tech has finished, the techs will be sorted as they were when you start a new game, but it'll still say that the techs are sorted by catagory.
