I always try to add a few weapons. They're cheap and prevent having a single fast fighter take out a fully loaded mining facility. If you add the higher level weapons, the AI will spend tons of ships to destroy it, for a net gain.

There is a UP resolution that permanently adds trade routes to every civilization. In addition to what was said above, you can also start out with civ traits to add up to 3 trade routes.

LDiCesare , in a game you have to be able to quickly see and change any value when you're tweaking it for playability. In that sense a game isn't as well defined as a normal app, so you have different needs when you code.
I think it may be worth adding the ability to mod this at some point, but I agree that it's not worth doing it yourselves. Are you still planning to have a year of free support, or are you going to go straight into other projects/expansions? If you do have the year of support, maybe you can add that ability after release.

I have very similar specs to yours (only 1 gig ram, crappy audio,pci-e 6800gt) and the game runs perfectly smoothly on my computer. I'd be inclined to say it's an AGP bandwidth or memory problem of some sort. Also, this doesn't excuse EA, but you can delete the startup movies manually and it skips them fine.

An outpost on a planet could be like a starbase with unlimited space. I assume starbases are limited by logistics, so we wouldn't see every planet worth putting a starbase on.
