You may not be able to add major races in the sense of giving them a race ID and getting them on the race selection screen, but you can make an unlimited number of custom races with their own stats and TechTrees. There's no need to be restricted by customization points, either. After you make a custom race, they get their own .xml file that you can mod up any way you want.

I'll add that you can pretty much always skip that lousy PQ 3-4 planet in your home system. Don't waste your first colony ship on that. In fact, don't waste any colony ship on that unless it's really the last planet you can get. When your rivals come in and colonize it, it will quickly fall to the influence of your homeworld. It makes sense that the minors can't grab up the GAs and TGs, but it's kinda silly that they can't have any unique techs. Maybe that also explains why my minors couldn't have Neutral History. Could it be that my tests didn't have any races with that tech? Don't know, but I guess it's plausible. Other than the geographical factors that Sole mentioned (astronomical factors?) There's the fact that any given AI could simply follow a not-so-great strategy. It may spend poorly. For example, I've noticed that those races sending out an early constructor seem to have a big lag in putting out colony ships.
