Espionage is definitely are not the cakewalk it was prior to DA. I found I just have to be persistent in using them. It can be frustrating. Generally I keep at least one for quick counter-measures. The first half of the game I spend the rest as I get them, or 3-4 at a time, just trying to build up my intel levels on one or more races. Playing the Terrans, Mars population refuses to grow. It's approval rating has varied, of course, but for the bulk of my game (Huge galaxy, Tough setting) its population hit 2.5B and froze. What I have is a "Prototype" model that I build early and launch, at the least they can uncover the map while I research the needed techs. Once I achieve Sensor I, I can upgrade them. From what I've seen so far the other races never put out additional survey vessels, so when I have 3-5 of them out there its a definite advantage. Regardless, yes, the "Anomaly Rush" is over fairly quickly. The Galactic Guide Book is useless.

That trick dousn't seem to work as well in galciv 2. especially since it is normally quite pointless mining galactic recources. They are usually in strategically inconvinient locations, and building on them has little more purpose than providing lovely target practice for AI ships. I gotta disagree. The only thing I use minors for is income. They'll send freighters to trade with you. I've often found them more useful than just another free planet, particularly late in the game when its just me and one other race. My last game I had one spawn deep in one corner of my territory. Upon commencing the final war I sent the nice fleet of freighters I had parked around their world and replaced all my trade routes almost immed
Is it possible to get this fixed like it was for Dread Lords? Its always been this way in my games, DL and DA. It's a PITA but not a huge one to do the upgrades manually.
If your board is the FX 5200, I also feel your pain. I replaced a MMX440 board with it and my gaming performance actually dropped . One possible use of military starbases is next to a galactic resource you're mining, especially the economy ones, perhaps morale or even shipbuilding. Myself, I park fleets under the mining ops to try to protect them. A military starbase in the same area would lessen the need of having a "real" or formidable fleet presence there, a few defenders could keep the mining chuggin' away. I usually play the Terrans, and I think Mars should be at least a Class 10 Barren world. Face it, its gotta be more habitable, easier to terraform, than some toxic or heavy gravity world. It's almost just a dehydrated world - just add water and presto.

Personally, I think Espionage is working great. I am currently playing a Suicidal game on a Gigantic map. And now each turn I put an Agent against that largest race to hamper their production. You may not be able to instigate a rebellion but you can aid your efforts in promoting one through the use of spies. You can use spies in combination with your influence (planetary, galactic resources, and starbases) by targeting leisure improvements.

I would think, m'self, that the smaller ships should get a defensive bonus. Sure, they've got this Uber-Dreadnaught planet pulverizer, but its mega-weaponry is primarily designed to face other Uber-Dreadnaughts - nailing that pesky fighter should be like trying to use a cannon to swat a fly.
