I don't think so, although I may be wrong. I remember being able to modify the ability bonuses of the Metaverse and still get a legit game. I think with the system of today it would get a cheat flag, as the original XML of the game has been tempered with.

Go to your game's Data > English folder and search for the TechTree.xml In that file you'll find many different technologies, use the Ctrl-F tion to find the tech you wish to remove and simply delete it. Mod the colour of the fog of war? I don't think that's possible. All those things, Fog of War, 5 planet limit, having both moon and ring are all hard coded, I don't usually mess around with those stuff. Leave those for Stardock to handle ;)
It doesn't? I just made my own test improvement and everything worked fine using the Twilight Editor. You must have done something wrong, check that everything is correct in the actual XML.
Actually it's pretty easy. All you have to have is Twilight of the Arnor. Launch the... Launcher and select Editors > Improvements. Now name your Improvement ID, and save it. Now you can do all of your modifications to the improvement such as description, images, etc. But under the Bonuses tab, you have 3 options. You are looking for Bonus to Planet, and Bonus to Civ. Under Planet type 7& in the Economic Ability, and under Civ type 1% Economic ability. Here you go, hope
For me Best PC game of the Year is well... I'm sorry but not Sins of a Solar Empire. Sins can go easily into best Strategy along with Twilight but the Best PC game of the year is definitely Fallout 3. It has incredible freedom and a really fun story and game-play, and everyone is curious to see how it's like in the Capital Wasteland. I did vote Sins for best Strategy and Twilight for best Expansion. All the games there are awesome nevertheless.
There are other solutions to this problem. For example, if you want to start a game - even in a Gigantic galaxy, without the Fog of War, all you have to do is mod a new Tech that would be available right in the start of the game. Now just set the sensor range ability of that Tech to... Well... Astronomical sizes and there you go, the galaxy is revealed.

Actually if you use the Google Toolbar spellcheck, it marks the mistakes with red, which when you disable the spellcheck in order to post, they remain and appear in the post. Very annoying... A Space Empires mod would be pretty much pointless, as in the Space Empires series, you get much freedom, and less of a story line. It would be like, imagine, doing a Sins of a Solar Empire Mod, to Galactic Civilisations.
You can however preset the quality of all planets in the customplanets.XML file. And that's only regarding the planets of the major factions.

Well there are many things that need to be improved in GalCiv 2, and the graphics are secondary to Combat, Spying, researching techs etc. I'm sure in GalCiv 3 there will be all those additions. For example, various lightmaps, high resolution clouds and textures, diagonal rings and so on.
