If at the very edge of your sphere of influence a planet exists whose grid square is 'cut in half' by the circle of the influence, is that planet included? I have had this situation several times when I am trying to get two planets into one sphere that are far apart.

Have some noob questions. 1) When I create manufacturing buildings, does that increase production of military sheilds, social 'shields', or both? 2) Is the number of sheilds produced proportional to your population (like you tax revenue) or just the buildings you have? For instance, if I have a population of 1b and let the population increase to 4b without building any improvements, does this alone increase the number of sheilds I produce? There is an independant planet (the scottlindas) near one of my planets. I have spoken to them and demanded tribute (in this case, Laster III) and the guy says he has given it to me. But then when I check my research tree, it is still unlearned and able to research. Am I doing something wrong? Why am I not receiving the researched item? Thanks
What are the factors affecting population? I have planets seem to have more room (class) and enough food but the population is frozen anyway. For instance, playing as the Humans, I colonized Mars which is class 4, and is creating 5mt/wk, so I would think the population would max out at 4b, but instead it maxes at 1.33b. Likewise, I have colonized two other planets with class 5, each with 5mt/wk, that have both maxed at 2.3b. What else is affecting population that is limiting the population o
