Military upgrades to Star Bases is a waste of time and resources. I don't even research that line. Just put some ships there to defend. The ships can move, and as your territory expands you can advance those ships to defend starbases that are more vulnerable. Attack and defense upgrades for Star Bases are just pointless. - Livonya

Oddly enough, the game you are designing/produce doesn't support your political agenda. In Galactiv Civ II you have to raise moral by build things for the people so that you can RAISE taxes. Taxes are the key to victory. If you don't raise taxes you will lose. Period. The sucess of your empire is dependent on your taxes. I have to say that the idea of stream-lining the tech tree sounds bad. Less tech or less tech branches would be a BAD thing. And "stream-lining" does imply less and not more. Please do not remove or simplify the tech tree.
I am slowly making my way through the campaign on Obsecene level. Here is my strategy for the campaign: 1) High populations & high moral/approval raiting 2) Focus all research on Planetary invasion -- be the first player to be able to launch invasions and do it early. If you don't think you can hold a planet then just destroy it with some nasty invasion tactics and then abandon it. 3) I build the defensive building that ads 25% to soldier skills on every plan
