I think that this may be a problem, specifically, with fleets, although I'm not sure. I'm having an issue where ships (a fleet) will not move when I select a destination that is more than four or five parsecs away. I know it's not a range issue, so it's pretty strange (for me). I play crippling, but I feel that this is as good an opportunity as any to say that the AI simply is not effective at fighting war. In my last game, I defeated the AI using only battleships and dreadnoughts, very rarely in pairs. The truth was while the Thalan Dreadnoughts I was facing were extremely tough, the AI never took them out of orbit to fight me, never proactively went after me, and never put the units into fleets. A medium-frigate might be MF-3 B10A10, signifying that it is the third frigate I've built and carries 10 points of beam weaponry and 10 points of armor. Once a ship is actually built, I will name it. I try and name each class' ships after a different group of gods. I.e., all MF-3 vessels will be Greek gods, all LS-1s (large ships) might be Roman gods.
Generally, I use very low quality planets (less than six) to build trade goods and research/economic facilities only. I do not specialize any other planets, as I largely play on medium maps. That said, any planet that has at least two factories that I don't foresee upgrading into something else will also have a starport. While these planets cannot build military vessels with any useful frequency, I like to have the pump out constructors at all times, since I use starbases widely.

Whenever I exit a game, return to the main menu, and start a new game, the game crashes. Text will often change, in the loading screen, to a group of garbled, random characters. A better idea would be to allow the UP to use ships from your military autonomously, while allowing you to retake control of them at any time. So, if you were the main contributor to the UP, you could both help them serve a moderately useful purpose moderately effectively while keeping them in your pocket and subservient enough that if they did something against you, you could ruin them by exiting.
