i counted 24 civ ability picks ( in manual ). I only see Espionage, Loyalty, Range, Repair, and Sensors as almost useless picks. Even they have uses but for my game play they are pretty useless. I don't think the other picks are completely equal but they all can be used in good strategies. I see a lot of them as good choices for a mod type of effect on the game to keep the game fun. And the developers may very well have put a few in that they feel have absolutely no use just
The average pq used to be in th 10-11 range I'm still seeing at least this with 1.31. Just have not had the problem that you've desribed. No difference in PQs from 1.2 to 1.31 for me.
In 1.31 NLCs cost 500 not 300.
Right now getting NLC or Industrial sector tech to early can destroy your economy. You almost want to give it to the AI free to screw his economy. Almost? It is a very viable strategy employed by several players I believe.
But the bottom line will be, how many buildings will fit on a given planet. That is the real cruncher. If you want to out-research or out-produce the others, you have to have better facilities even if they cost a little more to operate. In 1.2 and earlier I agree. However with 1.31, the cost of NLCs and industrial centers are very high

I don't think the population growth bonus is a must have at all. However, I do feel it is definitely the most advantageous of the civ ability picks. It does require skill to utilize the population growth bonus effectively. It is very easy to reach a planets max population with the bonus and have no population growth at all. a 700% bonus is a 700% bonus so a factory on that tile is the same as 8 factories on normal tiles. Definitely not normal but not extremely rare. It is IMO a very good benefit but there are several other things that would be potentially more beneficial. ( 2500 bc anomalies, 300% industry bonus tiles on some of the first new colonies, map position in relation to other civs, high PQ planets that you can get to ahead of your competitors, resources that you can grab, prob a few more ). Tiles that will be available are either outlined in yellow or red ( the ones that will become available for terraforming with the next terraforming tech ) ( the tiles that will become available further out are hidden ). More tiles become available with Soil Enhancement, Habitat Improvement, and Terraforming Techs. They do have to be improved to become usuable. You can not controll how many or which ones become available -- the tiles that will become available with the technology on that terraforming tree do show up on the maps ( or use too at least ) Also if you choose Neutral alignement you get all the tiles available immediately without having to terraform them.
Not really sure how much spying costs or how much a spying bonus will save on costs. Spying just isn't that hard or long of a project in GC2. Typically I turn my spying on after I start running surplus's and I get the most advanced stage like 3-4 months later and I turn it off. It is definitely a must do but just doesn't take all that long or really cost all that much. Spying is going to be greatly expanded and become a much larger part of the game with the DA expansion. As
I haven't noticed it. Playing my first 1.31 game and it has approx 470 Habitable planets with plenty of class 20+ and a few class 30+ ( game is scattered, all abundant, and gigantic ) I'm saying that the PQs are the same I saw in 1.2 and the 1.3betas. However it is only 1 game.

Spying is really not all that complicated or hard in GC2. It is important to do but doesn't take long to have it maxed out. Never tried it as a racial trait but I would think it would be almost the least effective racial bonus. I've always played the custom race and I have been taking the 70% population growth bonus and the 50% military production bonus lately. More population will make the economy better as taxes are related to the square root of the population in millions. Population
17000 score gigantic, suicidle, max everything. it was like cakewalk.... the AI did not expand. so I played with it...on year 4 after colonizing loads, kicked the hell out of the Ai in one move. I cononize
I don't really specialize planets much but I'm sure that specialized planets are still a viable strategy in 1.31. The big change with 1.31 seems to be that it is no longer viable to have 26B+ populations on planets. Previously players could have 26B+ populations and have some benefits from that that they really liked. As for the 35% research bonus vs 3 more tiles, sort of hard to really know and depends on some other factors also. Besides wouldn't you just be glad to get either?<br/
