This isn't true (at least, not when done through the abilities screen.) My mod, the "Dynamic Abilities Mod" (it's on the forums and in the library, easier to search for on the forums) has negative abilities in it. I know for a fact that they work--for example, if you put full negative to logistics through the mod, you will have less logistics to begin with than your colony ship takes up! (still moveable, but the logistics are lower so there's no way to make a fleet with it). It also definitely w

The interest rate value actually affects how many weeks you have to pay for an item you buy with any option other than the first. It's kind of counter-intuitive though, because increasing the "Interest Rates" ability score actually reduces the number of weeks, and vice versa. So, as always, the good result "Reducing Interest" is bad, because it increases the number of weeks you're paying an item off.

It is possible (I've done it and posted about it in the modding forum). It is a more entertaining way to play (IMHO)... balancing is an issue, but if you really don't want to abuse it, then don't abuse it... it's all up to you how you use a mod that does this. You could easily make a game extra hard by simply giving yourself only negatives, or you can make it easier by getting rid of the things you never use (as stated). Granted, it's a pretty simple .xml mod, but it adds a new depth to the game for me. I've edited all abilities to have the max of four choices (it's claimed we can have six, but only four will show). Each ability has two improvements and two downgrades (yes, I've removed some of the old choices). Also, I've added in three of the four abilities not originally included: Miniaturization, Logistics, and Interest Rates. You can switch that setting through the menu. I forget what the option is actually called, but it was pretty obvious that it did that when I saw it.

I've got an abilities mod pending approval that'll allow you to put negative scores... if you want a challenge, you could always give yourself negative scores on some of the more useful abilities.

From my experience, it may be random, but it appeared that if the losing group had an ally, it would be more likely to go to them, whereas there's little choice if the race doesn't have an ally--they must give up their forces to their would-be conqueror. That's what the Drath get for constantly fighting my buddies the Dark Yor, though...
