I think the simplest solution would be to simply have an option to request someone leave if they enter sensor range while within your influence borders. If they accept, their ships will be considered out of range while in your territory and must set an auto-pilot course back to their borders, while if they refuse, war, or an embargo could be declared. I got an event where the Altarians accidentally insulted the leader of the Dregians which sparked into a full blown war. The funny thing about the event was that it said something to the effect that because they didn't research Xeno Diplomacy or something like that

Thanks for all the comments. I've been hearing a lot about the dread lords and after taking over 1/2 a Large galaxy with influence alone, I was kinda curious why they didn't appear at all. Guess I'll have to play the campaign then.

Still a newbie (having never played GalCiv-1 and just 2 of playing GalCiv-2) so my most difficult game has only been 9 AI, Normal difficulty with common planets/quality, rare stars and medium map. I've been able to ally myself with the Altarians (did I spell that right) when they were friendly although I think I had to sweeten the deal with some tech.
