I didn't have anywhere near 20k in the treasury. The reason I was getting worried was that my deficit was running my treasury down close to zero. I didn't know that the 20k penalty existed. Thanks for letting me know.

I learned a lesson last night. I was playing a game where everyone just got their home system. I had a 300% farming bonus on my home planet and put a farm on it. Near the end of the game I suddenly started running a deficit that I couldn't get rid of. I tried a couple of things to no avail and finally tried decommisioning my farm. After the population went back to 10B on the next turn I reset my tax rate and everything was ok. How do you tell if you've got more than the optimal population?
If you had to set the Spending Distribution sliders at one position for the entire game what would it be? What's the maximum you can set the military slider to and still keep up with technology and social projects?
I went back to v1.2 because of this change. With v1.2 I can usually finish a game on Medium or Large galaxy size in an evening (I don't enjoy finishing a game the next day) and have a chance of winning even if I get a poor starting position. Neither is true in v1.3.
I don't care much for the changes in v1.3 and the beta crashes too much. What's the best way to go back to v1.2?
Holy Moly. It is almost impossible to ally with anyone in the new beta. Instead of allying when "Friendly" the othere race now has to be "Close". I know there were complaints that it was too easy to achieve an Ally victory in the past. Seems almost impossible now.
