I usually do that for planets with many tiles and a 100% or 300% Farm bonus. I don't build too many Stock Markets though. It's just more effective if you have a high population to get taxes from. On my current one, I have an Economy Capital on there and the Evil building that raises it by 100%, with a few Stock Markets to round it out. Something similar happened to me too. One of my ships was completed on a planet near my homeworld, and I had it move to a rally point. Later when I checked, it hadn't moved at all and it had 0 movement. I just traded it to an ally and after a turn or two, it started to move.
I don't think paying $9 for a package of hull/ship pieces is the problem, but rather, some people would prefer gameplay improvements rather than more stuff to play around with. If this package would have no impact on the content of the expansion pack, which would contain improvements and the like, then I don't think it's much of a problem. I would like multi-player in GalCiv2, because it would really make the gameplay more interesting than what it currently is, especially on a tactical level. The negative side of multi-player for turn-based games like this is that it's very difficult to ever finish a game. I wouldn't really mind a "hot-seat" multi-player or a LAN version, but if it's just against random people over the net, that might be a problem. I think I'm close to finishing my first Gigantic map, thanks to the save crashes being taken care of. It's somewhat easy though. All AI's are on Intelligent and I've already taken out the Altarians while the Iconians were wiped out by the Drengin and Yor. Currently cutting through the large tracts of Arcean territory. I was not the aggressor in any of the conflicts though. I did ally with the Drengin, Korx

This also happened when I set it to full screen again, and after I alt-tabbed to desktop and then switched to GalCiv2.
I noticed that when I disabled Full Screen, the game began to search my DVD drive when I started up the game. When I had no disc in there, it would continuously ask me to insert a disc and give me the usual three options when a disc fails to be detected. After clicking 'cancel' a few times, the game starts, but the message box still appears in-game. This is all taken care of when I insert the CD, but since the CD shouldn't be needed, I figured that this was probably a bug of some kind.
edit: Also, make sure, when youre testing these builds, that you're starting a new game. The major issue was the number of stars being generated and, if you're loading a saved game, it'll most likely have all those extra stars in it (and thus, you'll continue to crash). Well, hey, they've got their Entertainment Centers. Thing's also get somewhat better for them once they get the higher forms of government. It would be better for them if they had a choice to join in on Intergalactic conquests, via a standing military, or to just sit back as a non-combatant. It's early tech for the early portions of the game. Without it, you may not be able to find the most prospective area to head for first. It seems like it's better to head for a system with more planets which may possibly be colonizable, rather than going to the star system which has only one planet.

The issue with the Altarians invading you, they probably used Mass Drivers or some other invasion tech to cut down on the effectiveness of your troops. That would explain why they were able to take out your 5000m planet. The Torians seem to be masters at population and morale. Searched, but did not find anything. Anyway, I've noticed that after I load a game, ships that are upgrading lose their icon on the tactical display. I can zoom in and the ship will still be there, it's just the icon that disappears after I zoom out. Also, it seems like the icons may be incorrect after upgrading. Instead of the medium+ hull icons remaining the same, they turn into small hull icons. Just thought that I would mention this.

The description for the orbital terraformer is a bit misleading.
