I'm having a similar problem. My tech tree updates fine, however I can't seem to get the custom race to start with the techs I've enabled for them in the .xml file. Also, certain stats like birthrate apparently don't want to be changed. I took the code for Aprodisiacs, turned it into a regular building, made it's pop. growth bonus something ridiculous like 5000%, and it had absolutely no effect on the growth of my population.

What you need is a limit on what you can research for each level, like there already is as far as researching missiles and mass drivers, etc. So you wouldn't be able to get phasors on the first map, or something. Apply these limits across the board, and then just start the next level with a certain set of techs already researched, to enhance the "story arc" feel.

So here I go, dicking around with the stars list, wanting to add some silly star names. But I've noticed that there were some entries that were added more than once. QUESTION THE FIRST: Do these multiple entries dictate the number of planets, or the likelihood of stars showing up? I'm thinking it controls the likelihood. Anyways, so I wanted to see how many of these were repeated, so I could see a general idea of how many times to enter

You sure can, you just have to replace the files in the galciv2>music folder. You'll have to rename them to them same names as what's there, but it would make it simple to describe which music you want for war, being an evil race, etc.

I'd love to see the ability to take one of the core designs, hit the customize screen, upgrade things or change them, and then save it as a different ship. I'd also love to get the chance to use some of the extras that obviously are made to look like existing things, such as the colony ship with 2 domes, even though only one of them is a colony module.
